Abstract / Description:

This working paper considers land conflicts and land administration after the tsunami in Aceh, Indonesia. It highlights distinctions between national and local systems of land administration, with a focus on village government and the role of customary institutions. It analyses the strengths and weaknesses of the Reconstruction of Land Administration Systems in Aceh project ("RALAS"), with a particular focus on its implementation by Indonesia's National Land Agency (BPN). It then turns to consider long-term reform of land administration in Aceh, including the potential for a provincial land agency under the new Law on Governing Aceh Act.
